Job Title: Proposal Analyst
Type: FTE Remote but SF Bay Area preferred.
The Proposal Analyst develops, plans and schedules proposals for federal government contracts. Compiles cost, schedule, and technical elements in the development of proposals in accordance with request for proposal (RFP) specifications.
Coordinates the collection and accumulation of cost, scheduling, and performance elements from functional departments. Researches and analyzes historical data, develops cost models to support proposal efforts. Coordinates activities and participates in fact-finding meetings.
Participates in cost and pricing reviews with management and customer representatives. Prepares reports and presents findings to management, contracts personnel, customer representatives and price auditors. Participates as a member of the contract negotiating team.
Collects cost data from functional representatives, subcontractors, and vendors. Computes cost estimates or raw material and/or subcontract work.
Prepares and maintains historical cost data. Creates cost models for cost estimating elements.
Prepares reports and presents findings to management, contracts personnel, customer representatives and price auditors
Prior experience with Proposals, Finance, Supply Chain and/or Cost/Materials estimating
Experience with Microsoft Word, Excel and Power Point
Experience with Request for Proposals (RFP) and/or Material Estimating.
Ability to function with a variety of inputs.
Excellent communication skills (verbal and written).
Experience with and knowledge of federal regulations.
Ability to summarize complex data to influence executive decision making
